The vice president for planning at Kuwait University is primarily responsible in the administration for the institutional planning sector , which makes his offices and the accompanied units one of the main sectors at Kuwait University. It is also fully responsible of presenting the University requirements and goals as well as the suitable way to achieve these goals to the University President .

     The components of the office plan derived from the developmental directions of the country are translated into main policies , implemented by the University as one of the vital institutions with it’s central contributions into the country's general plan. In addition to this, the plan starting point is the actual quantitative and qualitative objectives that have been designed by the University to achieve these policies throughout the tasks and responsibilities assigned to the office. These giving information has been translated into activities, programs and work systems that take part in accomplishing the message of the office within the University plan. Furthermore, it also creates and develops the necessary means to prepare and execute the constructional requirements and the University utilities especially after issuing a resolution number 148 of the year 2001, by the parliament stating that Kuwait University project administration should be transferred from the Ministry of public works to the University of Kuwait.

     By issuing law number 30, delivered in the 4th of May 2004, regarding the construction and the organization of the new city for Kuwait University, the planning sector adjusted its work strategies in regard to the University constructional sites, either by canceling some projects or putting an end to some others. We should note that the planning sector continues to research and study requirements at University colleges in the up coming ten years, that is a period of time assigned by law to construct the new city for Kuwait University.
